Post link for newly uploaded Upgrade?

After I upload an Upgrade file to the File Section am I supposed to post a link
to its location?
If yes in what forum do I post it or do people just have to stumble across the upgrade by searching?

Not unless it's relevant to a current discussion. People won't stumble across the upgrade by searching, they will go to the folder for the type of device they have (eg, DVD, VCR, etc) then they will look at the file names, which are sorted alphabetically.
