IR513 Now Available

Added the ability to run IR from command line (see release notes for syntax).

Also added the ability to export summary page to text file.

Now that the ability to load a .IR file directly from the command line exists, maybe we should consider including a way for creating a file association between .IR files and IR.exe so double-clicking a .IR file would automatically launch IR.

I've done this with RM. It's just a matter of creating some entries in the Windows registry. If you've installed RM under Windows, and run setup.bat to create the file associations, just take a look at the setup.reg file that was created.
