Since Delcom ceased supporting and updating their driver many years ago, and we've had it on life support ever since, would you consider buying a new cable that uses a supported driver? It would cost around $20 US.

I already have a Startech USB to Serial connector. Where I can buy a JP1 to Serial (DB9) cable that uses a supported driver? Is this cable do the job?

No, that won't work. You must have this JP1 EEPROM adapter:

AND some sort of serial cable with the appropriate signals (not sure if your Startech is appropriate), preferably FTDI. I recommend this one:
