I have a Yamaha RAV311 remote to power my receiver. It has separate on/off buttons. How can I combine those into one so that I can program my OFA remote to use the single power button to turn on/off the receiver. Is that possible?

The receiver is a Yamaha RX-V361 and the remote is a Yamaha RAV311.

The RX-V361 falls into the period of time when Yamaha was fiddling with the remote signals to control power. So I'm not sure if the following will work or not.
First, hook up your USB cable and save settings.bin on your computer, just so we're sure you can get back to the setup you have now. Then, assuming you haven't already installed RMIR, manually program the OADUSB04G.
A) Use setup code Audio 0376
1) Press Setup until 2 blinks
2) Press Audio
3) Enter 0376 (should get 2 blinks)
Verify that the remote can control volume, etc.
B) Program the Power button to send Power Toggle (let's hope the 361 recognizes this signal)
1) Press Setup until 2 blinks
2) Press Audio
3) Enter 994
4) Tap Setup (don't hold it)
5) Enter 36741
6) Press the Power button
You should get 2 blinks.
See if the Power button toggles power on your receiver.
If that doesn't work, we have other things to try, but you'll need to install RMIR Alpha 28.
EDIT: Ah, I finally realized you already know about RMIR, etc.
You don't need to do this manually. The function for Power toggle on some (all the newer ones) is NEC1 Device 126, OBC 42. I'd probably still use 0376 to start an upgrade.

First, Yamaha has published the IR codes for most of their receivers, although these are frequently only available to their dealers. If you need to find some of the more obscure codes . get this 6MB zip file (Yamaha Master PDFs) which has the Yamaha code lists for the RX-Vx61 series. Look for both standard and extended codes.
For the immediate problem-- simulating a toggle power function-- here's one way: Take advantage of the '04G's ability to send a new signal with each press of the Audio Input or "arrow" button at the bottom right of the remote. It's setup on Audio 0376 to send in sequence a variety of discrete source input commands, but we can instead program it to send the Power On and Off signals-- just those two commands. Then we can place a macro on the Power button with the macro calling the arrow button. I tried this, and it works to send alternating On and Off signals. Perhaps it is also user friendly--I don't know.
With Audio 0376 already assigned to the audio button, download from the remote. Click Create Missing Upgrades if that button is enabled. Go to the device upgrade editor; notice that functions named button51, button52, etc are listed on the functions tab. We're going to delete all of those buttonxx assignments except the first two. To do that, go to the Buttons or Layout tab and remove the assignments of functions to buttons for button53 and up. Back on the functions tab, delete the functions named button53, buttons54, etc.
In the function named button51, select device 126 (probably shown as 126.129) and use OBC 127. For button52, use device 126 and OBC 126. Make sure that on the Buttons or Layout tab that these functions are assigned to buttons of the same name.
Exit the DUE and on the Macro tab, make a new macro with Power as the bound button, and add the arrow button to the macro. At this point, we only want a 1 step macro.
Upload to the '04G and see if pressing Power in Audio mode toggles power on the receiver. Note that this approach will stop the Power button from doing anything in the other device modes, but it should be possible to add other steps to the Power button macro to toggle your other components.
