I have a Vizio Soundbar and a (FOSPower) HDMI switch. On learning on my Nevo2, both report NEC1 but one uses frequency 37383 and the other 37735. Both say device code 0

The original remotes do not seem to affect the "wrong" device, but when I use NEC1 to build upgrades, some buttons for one device also affect the other device.

I see several NECx protocols, but the descriptions do not seem to cover frequency differences except NEC1-34 (and that seems a way off 37383!

I am not too successful in getting clean learns (sometimes only the frequency is reported) but the difference in frequency seems consistent

Any advice would be appreciated.

That difference in frequency is inconsequential, basically they both use the exact same frequency. Have you tried using the learned signals themselves on your devices? I suspect that they also would also operate the "wrong" device.

I further suspect that the reason the OEM remotes don't have this issue is because they send much weaker signals. Are they credit card sized remotes?

I don't have any good suggestions here. The best that I can think of is, compile a list of OBCs for each device and see where they overlap, like is it on all buttons or just a few? If it's only a few, see what they are and decide if you can use those buttons more carefully, or perhaps use macros to follow the offending button with a non-overlap button. I'm just spitballing here as I don't have the overlap list.

I had the same issue with a Vizio Roku TV and a different HDMI switch. There seems to be a common theme here... I ended up buying a Sony TV just because there were other things I didn't like about the Vizio
