Weird behavior URC-1067ABG1

I am using this remote to control four devices. It only has three device buttons, (Cable, TV and Aux) but for Aux I created a "virtual" device I call "Sony Rcvr-DVD combo." It incorporates the functions needed for basic operation of an ancient Sony receiver and somewhat newer Sony DVD player, under the Sony Combo (12/15/20) protocol.
I assigned the remote's Power button to the receiver, so obviously the Power function for the DVD player had to go somewhere else. Now here's the weirdness: first I assigned it to the REC button, but I found that I had to press it twice in order to send the signal. Doesn't matter how long you hold the button down, it won't send a code until you release it then press a second time.
So I reassigned the function to the LIVE button, and lo and behold, one press turns the DVD player on or off!
Anybody know what's going on here?
BTW, in Cable mode the remote operates a Motorola DCT6412 cable box/PVR. In that mode, the Rec button works as expected, one press starts recording.
