There are 5 Yamaha HTR upgrades in the file sections. Have you tried any of them? I'd bet any of them will work.

Actually, Yamaha is pretty consistent with their IR codes, so I bet all 27 Yamaha upgrades would work. Now, it's quite possible that some models support functions that others don't, so I'm not suggesting that every function in all of the upgrade files will work, but it should be pretty easy to figure out which ones are supported by your unit and which aren't.
You might want to take a look at the Yamaha Master File:

thanks for the replies. I had tried several of the Yamaha files found in the file section and was not able to make them work. I imported the file into KM and then copied the upgrade code into ir.exe and downloaded the codes into the remote. So far I have only tried the power button (no other functions) and the receiver is not toggling power.
When I tried the master file, I only used Yamaha#1 - am I supposed to import all three?

The #1 file is the main one to try, the #2 and #3 files may offer additional functionality though.
When testing an upgrade, you should certainly try more than just the POWER key, you should try all of the buttons to see if any of them do anything.

Many of the older Yamaha receivers did not support a power toggle, only discrete on & off. The upgrade you tried might be one of them. You can find all of the functions for various Yamaha receivers at their
website, but you will have to match your HTR model to the equivalent RX-V series.
