Differences between 15-2116 and URC9910

I've built an upgrade using a pioneer 4DEV protocol on both a 15-2116 and URC9910 to control a Pioneer VSX-40 Elite receiver, but I find that the 15-2116 does not reliably turn on the receiver using Discrete ON codes or consistently change inputs - I need to hold down the remote button to sustain the IR signal for the 15-2116 to work.
The URC9910 on the other hand DOES work fairly reliably.

Any idea why this is the case? And if there's any way to sustain specific IR signals?
