RM: Upgrade <none> has inconsistent command lengths.

Most upgrade files that I open using RM get a pop-up saying "Upgrade <none> has inconsistent command lengths.". It doesn't appear to do any harm as everything seems to work, but if I save the file and re-open it, RM didn't correct it, the msg still appears.
