URC-7140 Don't work

I tried to reset the urc-7140 to the factory state. Devices are deleted. But urc-7140 does not work.
I have added 3 devices. On the 2nd or 3rd device, the LED will stay lit and I can not press any button.
I believe that in the urc-7140 the firmware damaged. How can I restore the firmware?
