With the setup you provided in that zip file are you saying that L3 and L4 TOGGLE Attenuation? Or Does L3 MUTE the receiver and L4 UNMUTE the receiver? In either event, that's highly unusual, since those are the codes for POWER ON and POWER OFF, respectively.
If they don't work, then you apparently have a TOAD.

Both Toggle the attenuation. I bought it on base when I was in Japan. It is probably considered an international version. I think it has multiple voltage selections on the back. But, it is weird that all the other IR codes are the same.
I thought I was doing something wrong. Did you get a chance to examine the new zip file I posted?

I don't know what else to suggest at this point. I've had multiple Pioneer Receivers over the years, including my current one (which is also an "International" bought at the BX in Lakenheath, UK - not sold in CONUS) and those POWER discetes have worked on every one of them.
Have you tried a Code Search? (Trying unused OBCs to see what they do). That's probably your last chance.

You can always load the extender and make a toadtog for discrete on/off.

I don't understand. I understand you could use toadtog to make a toggle out of 2 discrete codes, but not vice versa. Please explain.

Yes you can do vice versa. I've built them for all my TOADS and they work fine. Here are the two macros you need (direct from the example in the extender readme):
AUX DiscreteOff ToadTog(1,Forceoff) on/off:power, already off: <blank>
AUX DiscreteOn ToadTog(1,Forceon) already on:<blank>, on/off:power
As you can see, the only command used here is "power". The idea is, when you press discrete on, a bit gets set. If the bit was off before, the power command is sent. If the bit was already on, nothing is sent, hence power won't toggle back off. Similarly, discrete off clears a bit. If the bit was on before, the power command is sent, toggling power back off. If the bit was already off, nothing is sent. So you get discrete on/off from power and one toadtog bit to track the power state.
