Actually you can and I have!! I tried the following.

I copied the "preamble" in the RMIR file from the default NS-RMT8D21 which is this:

over the corresponding lines in my URC-3661's RMIR file, and saved it. I opened the resulting file in RMIR and uploaded it to the NS-RMT8D21 and it worked perfectly.

Good info, Dave.

There is currently an "open box' NS-RMT8D21 available in US with free delivery for $15.29 and indication that 2 are available. There are several others with modest shipping cost.

With Dave's info, I would snap one up, but I should be covered with the 3660 I have coming.

I should have suggested searching on "Insignia 8-Device" not the model since they show that.

If this is the listing that you mean, the cheapest open box that I see if $17.99 plus $5.49 shipping ($23.47 total), and that's for one that they only list as being in "fair" condition. At that point it's probably better to pay the $29.99 for a new one and pick it up at your local store to avoid the shipping cost.

I've now added a seventh device to my NS-RMT8D21, and given it a thorough test. I can confirm that the method I described above can be used to transfer setups between the various remotes in this family. Everything is working great.
URC7560/URC7562, URC8910, URC6440/OARUSB04G and URC3661/Insignia NS-RMT5D21/Insignia NS-RMT8D21

It is the first one in your list that I was referencing at $15.29 and free shipping. Condition is listed as “new in opened retail packaging”. If all of that is accurate and it really is equivalent to a URC-3680, it appears to be a decent option.

An Insignia NS-RMT8D21 is essentially the same as a URC3680 but some of the keys may have different labels or look different for example the number keys on one will be black on white, on the other they're white on black. The four colour keys don't have logos on, and the three keys below are labelled A - B - C instead of ☐ - — - >. You can use the method I used in my earlier post to transfer settings from one to the other.
