If you can find more samples of raw files for us, we can try and find matching JP1 files which will tell us the format.

Rob's suggestion would get you to the right answer also if something like that had been the problem. First, we assume irsend is happy with the 2500 file but of course the pre_data is wrong for the 3500. But if you made the various edits to make the 2500 file look like the 3500 file at some point ...
