The RCA RCRP05B handles the 973 Channel Lock commands differently. It has the capabilty to assign the Channel group (CH+/-, digits, Last) to any device button(s). Note that the instruction sheet provided with the remote is wrong. 

To lock all devices to one ChLock device:
 
#PRESS and HOLD the SETUP button until the red LED flashes twice, then RELEASE. 
#TAP 9 - 7 - 3. Two blinks. 
#TAP Ch+ 
#TAP the ChLock device button. Two blinks of the selected device. 

To unlock Channel Lock for all devices: 

#PRESS and HOLD the SETUP button until the red LED flashes twice, then RELEASE. 
#TAP 9 - 7 - 3. Two blinks. 
#TAP Ch-. Four blinks. 

To assign the ChLock group of one device to a set of devices: 

#TAP the device button of the desired ChLock group 
#PRESS and HOLD the SETUP button until the red LED flashes twice, then RELEASE. 
#TAP 9 - 7 - 3. Two blinks 
#TAP each device button in the set of devices to be reassigned 
#TAP Setup. Two blinks of the ChLock device.
