Serial cable for 8910 from DIYgadgets does not work...

I've been reading and reading everywhere, and I'll continue to try and figure out what my problem is after this post, but I am starting to think that this might be a defective cable...
This is a serial cable, I am using vista 32, and running ir.exe downloaded from the tools section, I select "serial" and "com1" and click "download from remote" and i get:
"No response from interface. Make sure that the interface is connected to the PC, and that you've specified the correct port."
The cable IS plugged in correctly (I've tried the other way too just to make sure.
