urc-10820 + urc-3000 x10 on off buttons

Hi - I just got a urc-10820 remote and I want to see if I can do as much as possible before needing to hack it with JP1.
I am not having luck making it work with the ofa urc-3000 ir receiver. I am using code 0167 and I can only get the dim (+-chan), all-off, and numerical keys to work. That is, I cannot get on/off (+-vol) or all-off (mute) to work. These keys do cause the remote's led to flash, but the receiver led does not flash.
The receiver does work with my 15 yr old 15-8905 radio shack remote. I therefore tried code 0240 and none of the keys work.
I did find another thread where a user had a problem with these buttons not working, but his thread was asking about JP1 hacking right off the start.
So I could learn the codes from my old remote, or I could hack the remote with JP1. But, seriously, in this crazy world of IR compatibility, I find it hard to believe that the OFA people would forget to make their own products talk to each other. I must be doing something wrong?
