MCE Upgrade Difficulties

I have a "Rob Upgraded" URC-6131. I have successfully used upgrades for most other components of my system with it. (DirecTV PVR, HK Receiver, Hauppage MVP, etc.) For some reason I can't get the MCE Upgrade to work with it. I'm using Windows 2000 and the MCE Remote Replacement Driver to control GBPVR. (http://www.byremote.com.au/Hip/mce_remote_faq.htm) The MCE Remote seems to control GBPVR just fine using that driver.

Then I tried using the upgrade (https://www.hifi-remote.com/forums/dload ... le_id=1015) with the 6131 (Using the latest version of RM and IR) and it won't do anything. The lights on the IR Receiver light but nothing else happens. Any ideas would be appreciated. If I need to upload anything, let me know. Thanks in advance for any help!
