Can someone please point me to a thread and/or describe how one pulls the functions out of the factory setup codes? I read a post earlier today (by Rob IIRC) that described a process of using keymoves to do this.
Specifically, I'm trying to get at the power toggle function from 1189.

Try this two step process:
1. keymove functions of interest
2a. record onto a learning remote to get the protocol, OBC, hex code
2b. OR just download from the first remote and look at the keymoves tab
I can't confirm at the moment as there are no remotes at work

For remotes with the older KeyMove format, your steps 1 and 2b are correct. After you define a keymove on the remote, you can see the EFC and/or hex cmd of that keymove in the downloaded eeprom image in IR.exe
If you were using 2a (record/decode the signal with a learning remote) you would have no need for step 1.
But in this instance, whompus's answer is better. This RC5/RC5x combo protocol is tricky. The EFC number alone is not useful, and the hex command would not be meaningful except to an expert. The power toggle command is RC5 device 16, command 12.
