15-2117 and Apex AD-5131 RF Extender Control Problems

Hello all,
About a year ago I posted a message regarding the inability of my RS remote to control my Apex DVD player. The great gurus of this board helped get my THEN 15-1995 working with the player from the remote itself. However, I was never able to control the device through the RF extender (the only device I could not control out of a whole closet full of equipment). It was also suggested that I purchase a 15-2117 (the replacement remote). I did so and was able to control the device from the remote itself (right out of the box which was better than the 1995 which needed new code downloaded); however, I was never able to get the RF extender working.
Unfortunately, while this was happening, I fell very ill and was unable to "mess around" with the remotes. Now that I am better and have the time, I'd like to see if anyone can help to get the RF extender working.
Here are the preliminary tests I have done with my 2117:
(1) Tested the remote with the DVD by aiming the actual remote at the DVD from about 3 feet away - WORKED.
(2) Placed the RF extender about 15 inches away from the DVD on the same plane as the DVD tried using the remote in the NEXT room - DID NOT WORK.
(3) Placed the RF extender about 15 inches away from the DVD on the same plane as the DVD tried using the remote in the SAME room (covered the IR lens with my hand) - DID NOT WORK.
(4) I have a very old RS 15-1289 contraption called a "Video Remote Control Extender." This device was designed to have a remote control receiver in the room with the remote control and a remote sender in the room with the device(s). It used the coax cable running between the device(s) to send the IR signals from the receiver to the transmitter. Just for fun, I connected these devices up and tested the 2117 (with its own extender UNplugged). - SAME RESULTS AS WITH THE 2117's RF EXTENDER!!!!! In other words, all the devices were controllable from the room with the IR receiver EXCEPT for the DVD!!!!
