Changes for v1.12
- Correct support for the Pioneer 3DEV protocol
- Fix bug switching to Output panel when no values have been assigned to the protocol parms.
- Add TranslatorWithDevBool for cmd parms that use a bit from a dev parm to determine the display value (e.g. Sub-device in RC-5x and OBC in NRC17)
- Add support for NRC17 protocol
- Correct keymove generation for 2-byte protocols with remotes that use the new "EFC" style of keymoves.
