MCE Discrete Power On issue with RCA RCRP05B

I recently acquired a Rosewill RRC-126 MCE RC6 Remote + USB Receiver. This is attached to a Windows 7 machine.
The original Rosewill remote only has a Power toggle button.
The RCA RCRP05B has the v1.05 Extender installed.
Thanks to the the MCE + XBox 360 upgrade available on the site, I was very happy to find that everything worked, including the Discrete On / Off commands during my testing.
However, once I had everything setup, I noticed an issue with the discrete codes. The discrete ON command seems to "miss" sometimes, and not wake the computer. Sending the command again does work, and manages to wake the computer as expected. When a "miss" happens, it causes HDMI handshake issues with the Onkyo amp connected to it.
I would like some help in figuring out why this is happening, and if there's a solution to this issue.
