UPDATED (Solved): The rmaster.err pointed me in the right direction. I specified Serial/COM8 and it seems to be working fine now.
Well, I was hoping I wouldn't need to post in this forum, but so far my searches haven't come up with any solutions.
I built a USB adapter posted by Tommy Tyler, the one made from components available from Digikey (USB-TTL cable).
I installed the FTDI driver, and it installs when the cable is plugged in.
JP1xTEST works fine on the remote (RCA RCRP05BR). I see the Device button on the remote blink once, pause, then blink twice.

I've installed RMIR on a Win7 machine to C:\RemoteMaster, put the Maps & Images in C:\RemoteMaster\maps_images\, and put the RDFS into C:\RM_RDFS\
When loading RMIR, it starts fine. When I attempt to download from the remote, either via menu or button, I see the Device button on the remote blink only once, and then after a short or long pause I get "No RDF matches signature starting".
After this, JP1xTEST fails, and I have to unplug the USB cable from the computer and re-insert it before it will work again. I have also learned NOT to do this while RMIR is running.
I've verified that 31793179 (RCA RCRP05B black).rdf is there and uncorrupted.
Once in a blue moon, the interface works.
While troubleshooting, I used a 'newer' JP12Serial.dll from rev T RMIR beta. It worked the first time, but not since.
Any further troubleshooting suggestions? Here is the "Help/About" from RMIR:

PS-I also tried the RMIR beta rev T from the JAR file. The remote device code blinks the same as above, and it reports "No Remotes Found"
PPS-I found the following relevant section in rmaster.err (nulls are added by me, they can't show up in a post):
