8. Checked Pronto file section (at R/C)? Yes
9. Partially working setup code? N/A
10. Learning remote question? No
I don't have the OEM remote for my HTA, URC-10820 came with Pioneer receiver as default, but will not allow changing of settings. I need a better code for it.

The AUDIO button defaults to audio/1023 and that's the best code in this remote that's going to work for you, but there are some other codes that you can use to fill in the blanks.
You can use Audio/0014 to program the tuner functions and audio/0013 and audio/0300 to program the receiver functions.
I've compiled a list of EFC5 codes that you can use with the URC-10820:

Just in case you ever get a JP1 cable, I found a match and recorded the IR signals with the JP1 tools to create the respective files.
