We have a couple of experts here that pay attention to Roku, which means every so often they do a new scan to see if the Roku responds to any new codes, and when they find them they add them to the master list. So, my assumption is, if there isn't a code for Tablo in the file, it doesn't exist yet.

If you'd like to help with this effort and scan for new codes yourself, here's how you can do it. First, you make a list of all the OBCs that are not already accounted for in the master upgrade (I personally use a spreadsheet to do this), then create several new upgrades that have all of those gap OBCs assigned to buttons, then load these upgrades into a remote and assign them to device buttons. Then, test the remote on your Roku, making a note of any button that does anything, then come back to the upgrades to see which OBC was assigned to that button.

If the building part of that sounds too complicated, I have already built just such an upgrade here:

I search regularly for new apps, never came across a Tablo discrete command. If you have Roku Ultra, you know about the 1 & 2 keys found on the roku remote that hold two voice searches, which one could be Tablo if you memorize it to the key. On the jp1 remote it will give access to three keys that hold voice search instead only two. Call them 1- 00038, 2- 00040, and 3- 00042. Initially you would need the microphone voice key from the roku remote to speake the voice search, if you like the results press and hold the one of the 3 buttons mapped with efc for voice searches. The searches are memorized in the roku itself, the 1, 2, 3 commands only recall those commands.

Ed, the master file upgrade that Dave put together has the voice commands as follows:
00042 - Voice Search 1
00038 - Voice Search 2
00040 - Voice Search 3

They're the same 3 EFC codes that you posted, but in a different order. Does the order matter?

No, once you program a voice search to it, the numbers don't mean a thing to the user, just whats programmed to the key. They'll remember it by where it sends you.
