Have tried other addresses.
I do have a 9910 with code 1170 that was sent to me by UEI in a wavefile.
It works fine with a 301 with address 2. Can I convert the wav to something I can load into 9800?

You can import that upgrade into RM.

Open an instance of RM and select the 9910 remote.

From the menu bar, select "Advanced">"Import Raw Upgrade"

Leave that window open while you:

Download the 9910 into IR (or if you have the actual wav file, simply in IR (w/ 9910 selected) click on "File">"Import from Wav">"Merge with Current)

Go to the device upgrade tab in IR and highlight the SAT/1170 code.

Click on "Edit" (or just double-click on the device upgrade in the step above).

Copy all of the hex code from the IR Device Upgrade Edit window into the RM's Import Raw Upgrade window (you will have to manually select the Device type and after closing the window, type in your Setup Code).

Change the remote in RM to 9800.

Voila!

If for some reason you cannot run RM, then I don't know how to do this directly into KM, but you could still download your 9910 into IR and provide that IR file (or the wav file) to the diagnosis area with a link to it here, and someone can do the extraction into RM, and subsequent creation of your upgrade file.

Here is ir file with upgrade pasted. Got error when assigned to a key.
It seemed to load the file to the 9800 but the 1170 code did not control the receiver

I got no errors like you did. Are you certain you have the latest version of IR and the RDFs?

Tried that version . It loaded fine. Also loaded code 1170 to CBL/SAT key.
But it will not control receiver. I doublechecked and have RDF1.28 and IR7.13 ???????

After loading 1170 from mdavej to 9800 checked output of ch+ key push using 9910 learning keys and found OBC10, Hex29,EFC075.
I don't know where these are coming from but don't think they are correct

Sorry, turk. That learning result is completely unexpected. There's something going on here that I don't understand. Someone else will have to take a crack at it.

Checked output of channel + channel - keys that work. These were put on 9910 learning keyPIP and L2. Still confused about device and subdevice numbers. They are 0 and 1 as read on IR.

Clarification of learned code info

Please explain the data that is shown for learned signals. If I receive an OBC of 26 and HEX of 6A when learning on my 9910 from a remote set up for address 2 , will I need the same OBC code and Hex code output from my 9800?What needs to be in KM for this same key?

According to the 'Protocol Help' panel in KM...
The "unit codes" as used by KM are the same as the ones used by
your Dish device. If you are looking at learned signals in IR.exe,
the sub-device that is displayed will be one less than the unit code.
For example, if you are using unit code 3, the learned signals will
show sub-device 2.

For certain older remotes, like the 15-1994, you need to use OBC
mode if you want to change the unit code.
So, I took a 301 upgrade and switched it to OBC mode, then I changed the remote to the URC_9800 and I started changing the unit code.

Here's a standard upgrade with unit code 1:

Upgrade Code 0 = 97 D1 (SAT/2001) Dish 301 Receiver (KM v9.09)

This unit is driving me nuts. I copied your posts to ir and uploaded to 9800 but the remote didn't seem to like the code 2001. It would give an error when I tried to set the code for the cbl key. Which dish upgrade did you use? I would give up if the learn keys didn't work properly
