Now I see where I went wrong, yes the terminology was throwing me.

In order to access OBC's in the range 64 - 127, you will need to add 
100 to the device code entered.

When it said device code or device number, I took it as slang for OBC. I didn't correlate it to "Device 1:" on the setup sheet. I think the Protocol Help page should mention that the Device settings are found on the setup sheet.
