I think that sort of difference can sometimes be attributed to the large capacitor either being charged or not charged. The way to ensure that it's not charged is to short out the battery terminals.

Quick response. I shorted the batt terminals & installed weak batteries without an improvement.

Well, I just brought home a URC8910, plugged it in and it works perfectly. So there must be something that went wrong maybe with the way I soldered the 6pin plug interface to the pcb. For now I'll just use the 8910, which does a better job with my HT setup anyway.

I have soldered hundreds of 6-pins into remotes as I'm the main supplier of all the modified URC-6131 remotes that people have, and once in every 20 or 30 remotes, I get one that won't communicate with IR.exe with the same error message as you are getting. About 70% of the time, all I need to do to fix it is to re-heat each solder joint on the 6-pin. n the remaining 30% of cases when the re-heat doesn't work, I just scrap the remote. I have spent alot of time trying to get the first few of these working by removing the 6-pina nd soldering in another, then removing the EEPROM and soldering in another, only to have it still not work, so now when the re-heat doesn't work, I just scrap it.
Bottom line, I would suggestthat you try re-heating each of the solder joints on the 6-pin, make sure that you have nice "Hershey's Kisses" shape joints. If you have ball shaped joints, it probably means that you didn't use flux and therefore have cold joints.
