Commercial Electric Dimmer - wonky device code?

I picked up a few of these on my last visit to Home Depot in the US (the Canadian Home Depots don't carry them yet) and uploaded the device code to my URC-8911. It works OK, except sometimes the dimmer does not 'take' the signal. I've compared it with the remote that comes with the dimmer, at the same distance, etc. and it feels like the device upgrade code is off by just a little (pardon my imprecise explanation). The device's remote works consistently, while the URC-upgraded code sometimes has to be pressed a few times before it'll 'take'.

Any ideas?
