RC-R0720 how similiar is it to the outlaw?

I bought a kenwood vr-507 a while back and got this remote, I've seen some discussion of it in the archive but I have a few more questions.

Can it be reprogrammed with extenders?

Can I use the outlaw resources and tools?

I don't think I've seen it in the KM spreadsheet, am I simply blind or missing it?
