Looking to be able to use my OFA 9910 for my Coby LCD TV. I have not done any JP1 stuff in a while but I imagine I could normally just "learn" the needed commands but I am using an extender so I believe that option is not available.

No. Some protocols vary the devices.Should all of the learned commands use the same device and sub-device?
It depends on the protocol. There are lots of combo protocols that allow you to have multiple devices.They are all different. So does that mean that I won't be able to put them all in the same upgrade?

Whenever you get to a queestion like this, the MORE info you provide, the more likely you are to get a helpful response. There are some Combo Protocols that can possibly help you out in this circumstance. These included various combinations of Devices and Subdevices for Sony, Pioneer, NEC, RC5/5x and RC6. Additionally, there is a generic Device Combiner Protocol, that allows you to combine completely unrelated protocols into a single device and protocol upgrade (although it is a memory hog).
Specific info about YOUR circumstance will allow a more informed recommendation.

Have you read the NEC help in KM?
There are primarily 2 versions of the NEC protocol: NEC1 and NEC2.
The difference between the two is in how the codes repeat when a
button is held down. Even if you use the wrong version, it will
probably still work, except that the codes won't repeat (or vice
versa).
Both NEC1 and NEC2 use either one or two device codes. In truth,
even the 1-device versions still use two device codes, but the
second device code is merely the complement of the first. If you
only supply one device code, KM will calculate the second code for
automatically.
Although NEC1 and NEC2 are by far the most popular versions of
NEC, there are some other variations, which you may find listed
with names like NEC-30, NEC-04, etc. If you need to use one of
these protocols, select "NEC1" or "NEC2" and enter the number
after the dash as the parm. For example, if you need "NEC-30", the
parm value is "30".
If you have a Harman-Kardon receiver that uses a combination of
two different 2-device NEC signals, see the HK Combo protocol.
NEC1/NEC2 Combo:
This protocol allows you to combine device codes where the 1st
device code is constant and the 2nd device code changes. For
example, you could combine NEC1 184.1 and NEC1 184.2, etc.
To do this, enter the main device code (i.e. 184) in device code 1
on the Setup sheet, and then enter the second device code in the
byte2 column on the Functions sheet.
If you leave the byte2 column blank, it will be assumed that you
want to use the 1-device NEC protocol. If you want to use the 2-
device version with the second device set to zero, enter zero in
the byte2 column.
NEC 2DEV/4DEV Combos:
These protocols allows you to combine 2 or 4 device/sub-device pairs
using NEC1, NEC2, NECx1 and NECx2 signal styles.
Enter the 2 (or 4) device/sub-device pairs on the Setup sheet (leave
the sub-device blank if there is no sub-device). You can also define the
default NEC signal style in the 'NEC Style' input cell. Enter '1' for
NEC1, '2' for NEC2, 'x1' for NECx1, or 'x2' for NECx2.
When entering functions, in the 'byte2' column enter '1' for device
pair 1, '2' for device pair 2, '3' for device pair 3, or '4' for device pair 4
('3' and '4' apply only to the 4DEV version). Then enter a space
followed by the NEC signal style using the same syntax described
above. For example, to use the 2nd device/sub-device pair and NECx1
signals, the 'byte2' entry would be: "2 x1".

Well, the signals are all clearly NEC2, so you need to look at the NEC "family" of Protocol executors to see which one will best meet your needs.
Unfortunately, NONE of the various NEC Combo protocols available in KM and/or RM allow you to combine all of these together into a sinlge upgrade. The most robust ones allow up to FOUR unique Device/Subdevice combinations (but each of your learned signals has a unique Device Subdevice combination - 14 of them!) or unlimited Subdevice variation within a SINGLE Device.
I'm sure that one of the experts like Rob could generate a Protocol executor that would allow you to combine all of those signals in a single upgrade, but I see none that currently exists that could do it.
It's very interesting that all of the Device 126 functions use OBC 249 and various Subdevices, and all of the Device 254 signals use OBC 121 and various Subdevices. It looks like a unique implementation of the NEC protocol (sorta like HK Combo) that may require a unique Protocol executor developed (call it CobyTV, I suppose)
Alternatively, you could put all of the Device 126 functions in ONE upgrade and all of the Device 254 functions in a SECOND upgrade and keymove the functions from one into the other.
If Rob (or another expert) doesn't chime in soon, I will try to do this and show you how you could implement this second method. (I'm not smart enoough to attempt creating an executor to use the FIRST method I described above.)
