I guess my question/confusion is in IR, under KeyMovers, what do I put for "device button" if the 'dummy' device isn't actually assigned to a device button at all?

If you're referring to the section in the center of the dialog labeled Function to Perform, you ignore the table of of devices (that should mimic what's assigned on the General tab) and enter directly in the Device Type and Setup Code controls.
