I used a URC-8910B02 to learn the signals from a JVC HD-61FH97 1080P DILA TV. The learned signals show the Protocol to be JVC or JVC (2) with either Device 3 or Device 15. The common functions are all Device 3 and the newer functions such as D/A, Theater PRO, iLink are Device 15. A couple functions have the same EFT but different Device #s. For example the OK function is EFT 055 & Device 3. D/A is EFT 055 & Device 15. The learned signals control different functions; so I conclude they are sending different codes to the TV even though the EFT is the same.
How do I handle the two different Device #s in creating an upgrade in KeyMaster for the URC-6131?

JVC Combo doesn't work
I tried the JVC Combo Protocol and only a couple of buttons worked. None of the JVC Device 15 buttons worked. Don't know if I did anything wrong. I entered the EFC learned for each function in the EFC column of KeyMaster and the corresponding Device # (either 3 or 15) in the Device column and then mapped the buttons to the functions. The Setup Tab of Keymaster had a section below the Upgrade Codes just listing several # Value (no numbers were included).
The JVC Combo Procotol only provides limited buttons for TV on the URC 6131 which doesn't enable me to include the new buttons. Don't know if I can set it up for VCR or another unused Device such as VCR which allows the use of more of the 6131 buttons.
I can post the KeyMaster file and the iR file created. The KeyMaster probably would show more.

Any guidance or help is appreciated.

Posting those two files is a good idea if you want to find out what went wrong.
An alternative way to solve the original problem is to create and install a helper upgrade using JVC protocol device 15 with no buttons assigned (makes a very small upgrade). Then define all the functions that need device 15 either as KeyMoves in IR, or as external functions in KM (which become Keymoves in IR, but may be easier to keep track of).
That alternative should require much less upgrade memory and maybe more or maybe less KeyMove memory, depending on which keys would need keymoves anyway.
If memory capacity isn't a problem and if you get the combo protocol to work, then the combo is more direct (less confusing). But either approach should get the job done.

All the functions worked; so apparently my learned codes are OK. The problem is that the URC 6131 buttons for the TV are limited to 32; so this will require more key moves than I have memory. There are up to 45 buttons available for other devices on the URC 6131 such as VCR that I am not using.
Will this work?
To minimize key moves, my strategy is to create an upgrade for the JVC Device 3 functions using Setup Code 1053, VCR Device, JVC Protocol, Device 3 in KeyMaster; so I can use all the 45 buttons without key moves. I would then use the Device move capability in the URC 6131 to assign 1053 to the TV Device Button. I would then create a mini upgrade using Setup Code 1153, TV Device, JVC Protocol, Device 15 for the Device 15 functions. I would then use key moves to assign these functions to the appropriate 1053 buttons in iR.

All that sounds right, but ...
Using a VCR type on the TV button would disable VPT if for example you had it set up to use your RCVR's vol functions when in TV mode. It doesn't sound like you are doing anything like that. But if you are, the three keymoves that could be used to replace VPT are probably less than the keymoves you saved by using a VCR type upgrade.
But for the keymoves with the helper upgrade that I suggested earlier, I had forgotten we were talking about a 6131. In most models you would do those keymoves by EFC and have no buttons assigned in the helper upgrade. But that may not be best for the 6131.
For a 6131 you may want to assign buttons in the helper upgrade and do the keymoves by key rather than EFC.
I assume you mean the 992 command on the remote itself. Since you're using a JP1 cable, you don't need to worry about such details. I found a bunch of extra EFCs and at least one very BAD one.
I was hoping you could look at it and compare with what you have to see if I missed any especially a non-toggling 'Dig In1'. All the codes that were assigned buttons buttons did work.
I wonder if you can get access to even more sub menus using other device numbers?
