JP1 cable from filebug "No response from interface"

I have URC7800 and an RS-2117 that I only use for JP1 programming, to feed IR signals to other remotes.

I am using a parallel JP1 cable that I purchased from filebug last year. It has a little PBC in it that uses the LM339 micro-chip, not that often seen interface with the two resistors and the diode. Worked really well last time I used it. After about 6 months of not doing anything with my JP1 cable, this week I had to use it again.

I downloaded IR6.20, and copied the gwiopm.sys file to the \WINDOWS, \WINDOWS\SYSTEM and \WINDOWS\SYSTEM32 folders. Checked that the LPT interface worked in Device Manager, and in IR made sure it uses the same port (0378). But when I check the Interface, it gives me "No response from interface".

What gives? Any ideas?
