Macros can't go on some keys?

The URC-6131 is classified in a lower category than it really should be. Personally, I would be very surprised if the URC-4220 is JP1able, with or without a mod.

You are correct, there aren't any extenders for the Mil4 remote.

It's good that you're getting a learning remote as we still don't know what receiver he has, so you may end up needing to learn the signals to build a new upgrade for it.
