I am using the OFA-6131 remote which is awesome and I have the JP1 cable of course. I am using the KM (keymap-master) XLS program and I can retrieve RDF of my device but which tabs on XLS sheet need to be filled in. I am almost there if I can just get this piece.

I think you have some of the concepts down wrong. KM is a tool that you use to create new upgrades, or manipulate existing upgrades. You don't use KM to upload to or download from your remote. For that you use a tool called IR.exe

OK Maybe I didn't explain well enough I do understand you actually use the IR program to communicate directly with the remote....
1. I have the keymap master excel spreadsheet thaqt I can retrieve RDF files into.
2. When I retrieve in RDFs into the XL spreadsheet there are tabs setup, functions, buttons, key moves etc. which tab needs the key map information??
3. e.g. I have a HD STB (LG 4200A) that I want to be able to map some of the keys to some of the functions
4. When I retrieve an RDF in and you can see the settings why aren't all of these settings active when I import them into the IR program???

You don't load RDF files into KM (KeymapMaster). You load device upgrade files, which are .txt files.
In KM, you assign functions (defined on the Functions tab) onto buttons using the Buttons tab.
You need to read the documentation again, because you are clearly not understanding how the JP1 tools are used.

The term RDF means Remote Definition File and they're used only by IR and RM for remote-specific settings. The RDF's are NOT device upgrades that are used/created by KM or RM.
The link Rob gave does explain the process of editing upgrade files for use with your remote. If you're using a pre-made upgrade, all you really need to do is change the selected remote on the Setup sheet and then check over the function assignments on the Buttons sheet.
