Remote Control for HD DUO S3 + Net 3
How do I get a bin file for this device?

I really dont know.
I search everything and don't know who is the manufactor.
This is the deco: pictures

I found some clues that the manufactor could be:
SOC STI
HD DUO
VICXON
SonicView
I found two remotes:
Samsung digital - can change channel. Only this
Philips Vision - Work the numbers. Only this! If this Remote could press enter, would be great.

Looking at the Philips box this uses the same codes as the following, so try each one in turn and see what we get. (But ONLY if you have an older Slingbox, if you have a 350/500 then you can't do this directly, we will have to try something else.

The instructions are all out of date so you need to follow the instructions at:

If you have a Pro-HD then use the PL.BIN file. For other Slingboxes try both the files.
Once you have completed the setup and the BIN files have been downloaded to the Slingbox they are not used any more and can be deleted.

Here is the most close.
Samsung Digital (Cable TV Box) - I found this when you set up the slingbox for the first time. There is a Samsung/digital that works the channels.
Cursor Right = channel up
Cursos Down = Channel Down

Afraid not. There are some inconsistencies in what you are telling me, i.e. that Cursor Up works correctly in the SonicView but operates as CH+ in the @TTNET, although they both use Code 33. And the Samsung DCB box uses a completely different IR Protocol, it is a pure coincidence that those buttons match.
