My system font was set to a non-USA English. Switched Windows XP default to English United States and the issue was resolved.

Still hate the Dreambox remote coding, but I've got a livable solution now.

Follow up
I switched back to KM from RM and followed the guide step by step, still got the same error. I noticed the characters in the Key Move section when I pasted look different in IR than they do in KM. On a hunch I deleted the Key Move section and IR takes the Device Upgrade without error then. Here is ...
