Hi, I was away on business trip this week so I couldn't reply sooner.

Remote URC 11-1240 R01, RMIR v2.13.2
Download from remote stops with "Download aborted" error.
Raw download is working OK.

from rmaster.err:

With Remote Master

Or you can cancel menu mode by programming the same function on MUTE and OK buttons, and the same function on AV and EXIT buttons.

There is MENU mode in URC-7560.
When you enter it (by pressnig MENU button) MUTE button is OK button, and AV is EXIT.

Can you do a 983 signature blink back? We expect 32243.
Signature is 32243.

What kind of serial interface is it? If it is homemade, is it made according to a schematic posted here? If it was made by somebody else, who made it?

When I try to download from URC-7960, RMIR says "No remotes found!",
and blue ring on the remote blinks twice.

I think I have the latest SW version.

This is from RDF of URC-39930, and your remote is URC-39940. Look in URC-39940 RDF

You have the wrong device type of your upgrades in multiplexor device upgrade.
TV and Amp upgrades in ir file are TV type, but in multiplexor you have:
04 7A = SAT 1146
04 6F = SAT 1135

You need to replace the wrong device type (sat) with the right one (tv):
14 7A = TV 1146
14 6F = TV 1135
