First thing I would suggest is either trying some streamer codes from your remote manual, or trying the manual search method described in the manual. If you find a code that does anything, I can use that to find the protocol and device code, which I can then use to find matching upgrades.

Do you know how to convert hex to decimal?
You captured:
Protocol=NEC Address=0x4, Command=0x10
Protocol=NEC Address=0x4, Command=0x11
0x4 = decimal 4, that's your device code
0x10 = decimal 16, that's the OBC for the 0 button
0x11 = decimal 17, that's the OBC for the 1 button
All of that matches ...

TV/0019 uses NEC1 dev 4, which is mainly an LG code, so I'm guessing RCA did a re-brand with this set. You could see if this upgrade is close:
