TV/0019 uses NEC1 dev 4, which is mainly an LG code, so I'm guessing RCA did a re-brand with this set. You could see if this upgrade is close:

I don't know if RCA did something different with the webOS sets, but the vast majority of RCA TVs all use the same codeset, so this is probably as good as any:

And there's almost certainly a built-in code in the 1056B03 that works your TV

I'll let others speak to whether your serial cable can still be used, but have you thought about upgrading to a more modern cable, like an FTDI FT232RL USB cable? It's not really clear from your post whether you're having an issue with certain buttons on the Nevo being un-responsive (from wear) or if you're having an issue finding the right codes for some of the LG buttons. Or, do you need help telling the difference?

3FG developed a tool that you could use to download all of the files, called JP1Scraper, but it will probably need to be modified to work with the new file section as the download links have changed. Sessions expire in 7200 seconds, which is 2 hours. And, btw, the file section is back.
