I then put it to only NEC1 and all the NEC1 keys are working....

You don't want to select NEC1 or EMERSON because as you noted, only the one you select will work. What you want is DEV Combiner and then fill in the device info fields for your 2 devices. I think it is covered in ...

I found the ToadTog.asm file at Yahoo JP1 Files. Can this work at all with the URC-6800/7800? (i.e. should I go on studyng the readme file)

Yep I use the 7800 as my main remote. Even as discontinued as it is, the size and signal strength makes it my vote for the best remote. I never remember seeing any source for the extender except the DSM.asm which puts the macros into the upgrade mem area. Have to agree LDKP would be a nice edition ...
