I just obtained a used 15-1995 and want to do a Mfr Reset. The procedure for LCD remotes that I see most:
1) Hold SETUP till screen reads "CODE SET"
2) Press RECORD
3) Select MFR RESET from the LCD menu.
does not work on the 1995. The manual shows a clear function, but I assume that is an OPS reset ...

The non-extended 6131 uses a 2-byte hex command for key moves where the first byte is "00" and the 2nd byte is the hex value of the EFC decimal. In this case, ON: 227 = "00 E3", OFF: 219 = "00 DB". Be sure to select the Hex Cmd radio button in IR's Key Moves dialog.
