You don't need to be running windows media edition... just XPPro and install the media edition "IRRollup" on any XPPro box and plug in the EHome ir dongle.

That's the "standard" pioneer "power toggle"... see the prior response as I think that is your best path.
Try the built in pioneer codes ...then, if you need more than what they provide, load one of the two protocols posted above, we will have enough to help you continue ...
I would start using a current urc remote and trying the built in default commands for the different pioneers... if you buy an upgradable oneforall remote, their telephone tech support has been pretty good at getting the closest device or telephone upgrading the remote for a newer pioneer code ...
