I can't explain my stupidity. I did take an image before I started messing - but for some reason I didn't try it before I pronounced death on the remote.
I have now re-loaded the original IR image - and can report a miraculous recovery from the grave.

But I couldn't get any of the methods to work for me. The URC-7650 falls into your category 1)...but no luck.
I'm mostly sure it is still alive as I still get two flashes from the 'TV' button on reconnecting the battery, and after a download from IR. But I get no lights or ...
